North Bound NORTHBOUND TURKISH STRAITS INFORMATION TO MASTER: - Send your SP1 (Sailing Plan 1) report to agent 48 hours before your arrival to the Çanakkale south entrance. ÇANAKKALE PASSAGE: RESTRICTIONS: * A SPECIAL PERMISSION IS REQUIRED FOR ALL TYPES OF VESSELS OVER 299,9 METERS LOA, PROSEDURE: Please call Mehmetcik Control Station by VHF Channel 11, Prior 30 nm to Mehmetcik Light House, and ask for permission to enter Çanakkale Strait. When you get green light from the Control Station, call also Mehmetcik Pilot by VHF Channel 71 advising your position and stand by on VHF Channel 11/71 till entering the Çanakkale and then switch to VHF Channel 13 till leaving the Çanakkale Strait. PILOT LADDER: Please prepare pilot ladder on your stb side. If your vessel's freeboard exceeds more than 8 meters, please prepare a combination ladder. SANITARY BOAT: For sanitary boat, please have ready at gangway: - Copies from tonnage, deratting, register certificates - Two copies of crew list and ship's stamp ISTANBUL PASSAGE: RESTRICTIONS: * A SPECIAL PERMISSION IS REQUIRED FOR ALL TYPES OF VESSELS OVER 299,9 METERS LOA DAYLIGHT PASSAGE RESTRICTION FOR TANKERS OVER 200 METERS LOA PROSEDURE: Please call Istanbul Control Station by VHF Channel 11, prior 30 nm to Haydarpasa Break Water, and advise your position than proceed as per Control Station's instructions and stand by on VHF Channel 11. When you get instruction for entrance from the Istanbul Control Station, call also Istanbul Pilot by VHF Channel 71 advising your position and stand by on VHF Channel 11/71 till entering the strait and then switch to VHF Channel 12 till leaving the strait. Report yourself to Turk Eli Control Station by VHF Channel 13 while passing Anadolu Light House. PILOT LADDER: Please prepare pilot ladder on your stb side. If your vessel's freeboard exceeds more than 8 meters, please prepare a combination ladder. South Bound INFORMATION TO MASTER: - Send your SP1 (Sailing Plan 1) report to agent 36 hours before your arrival to the Istanbul north entrance. İSTANBUL PASSAGE: RESTRICTIONS: * A SPECIAL PERMISSION IS REQUIRED FOR ALL TYPES OF VESSELS OVER 299,9 METERS LOA, DAYLIGHT PASSAGE RESTRICTION FOR TANKERS OVER 200 METERS LOA PROSEDURE: Please call Turk Eli Control Station by VHF Channel 13, Prior 30 nm to Turk Eli Light House, and ask for permission to enter Istanbul. When you get green light from the Control Station, call also Kavak Pilot by VHF Channel 71 advising your position and stand by on VHF Channel 13/71 till entering the Istanbul and then switch to VHF Channel 12 till leaving the Strait. Report yourself to Turk Eli Control Station by VHF Channel 13 while passing Anadolu Light House. PILOT LADDER: Please prepare pilot ladder on your stb side. If your vessel's freeboard exceeds more than 8 meters, please prepare a combination ladder. SANITARY BOAT: For sanitary boat, please have ready at gangway; - Sanitary card given to you at Çanakkale on your northbound passage - Copies from vessel's tonnage, deratting, register certificates - Two copies of crew list and ship's stamp ÇANAKKALE PASSAGE: RESTRICTIONS: * A SPECIAL PERMISSION IS REQUIRED FOR ALL TYPES OF VESSELS OVER 299,9 METERS LOA PROSEDURE: Please call Gelibolu Control Station by VHF Channel 11, prior 30 nm to Gelibolu Light House, and ask for permission to enter Çanakkale Strait. When you get green light from the Control Station, call also Gelibolu Pilot by VHF Channel 71 advising your position and stand by on VHF Channel 11/71 till entering the Çanakkale and then switch to VHF Channel 13 till leaving the Çanakkale Strait. PILOT LADDER: Please prepare pilot ladder on your stb side. If your vessel's freeboard exceeds more than 8 meters, please prepare a combination ladder. Sailing Plan Rep. SAILING PLAN 1 (SP1) REPORT All vessels, which will pass through the Turkish Straits, should advise their arrival details 0(SP1 report) at least 48 hours prior to arrival to the first Turkish Strait at each way. According to Turkish Straits Reporting System (TUBRAP), arrival details should be reported in below format: VERY IMPORTANT: All reports should be sent to agents!!! A- Vessel's name / flag / call sign B- Date / time (Reporting date / time) C- Position (Reporting position) F- Max maneuvering and see speed G- Port of departure H- Date, time and point of entry into traffic separation scheme I- Port of destination J- Request pilot yes / no Strait of Canakkale Marmara Sea Strait of Istanbul O- Forward and aft draught (in meter) Max. Air Draught P- Cargo (type and quantity of the cargo) Q- Defect / damage / deficiencies / other limitations R- Description of dangerous / nuclear and pollution goods T- Ship's type / size / loa / grt / nrt / dwt / present displacement X- any other information SHIP SUPPLY SERVICE – BUNKER SUPPLY GAS, LUB & FUEL OIL OPERATION TRANSBOSPHOR has been a bunker supplier since 1989 in Istanbul, Marmara Sea Ports, Mediterranean and Aegean Ports. All grades of fuel oil, gas oil and lube oil are supplied at all Turkish ports except at Antalya and Mersin that only supply gas oil and lube oil. Please remember that when ordering bunkers you need to consider additional Quality Parameters, NOT covered by the ISO8217 standard. Such as: Sodium (Natrium), Lead, Calcium, Phosphorous, Zinc, CCAI (Calculated Carbon Aromatic Index), and whether or not the bunkers you order contain Waste Automotive Lube Oil. CREWING AGENCY CREW CHANGE AT TRANSIT PASSAGES Crew change can be done without any additional cost at Istanbul Roads out of separation scheme under conditions as following. * Only crewmembers holding a valid Passport & Seaman Book can embark or disembark free of any additional dues. * Number of embarking crew cannot exceed the number of disembarking crew SHIP REPAIR · All types of ship repair, maintenance and construction; · The repair of diesel engines and the manufacture of spare parts; · The repair of electric equipment and machinery; · The production of spare parts for vessels and machines, using up-to-date equipment; · The production of metal constructions; · Casting, forging and punching of non-ferrous metals and steel and iron; · Galvanization; · Loading and warehouse operations; the building, repair and maintenance of yachts and smaller vessels. TOWAGE AGENCY Istanbul and Çanakkale are very special Straits of the world. They should be kept in safe. There fore There are many regulations and restrictions for the towed passages. The companies should choose their agent very carefully. Transbosphor is the biggest Towing Agency at Turkish Straits with the quantity. In 2001 more than 80 percent of towing operation has been done under Transbosphor control. Regulations and procedures are very heavy and will be more. There fore you need really experience agent at your towing operations. Main difference between transit ships and towing caravan, towing passage is not accepted as free passage. There are many samples as waited caravans more than one week at entrance of Istanbul or Çanakkale to complete the procedures by the agent. You will find the regulations and requests of authorities for taking passage permission from Maritime District Manager or Traffic Manager. İSTABUL CROSSING PROCEDURE Petition for determining the Istanbul crossing conditions of the towed ships, ships with special crossing terms should include the information stated below and should attach the documents written hereafter. 1. The departure and arrival ports of towed ship or ship with special crossing terms. 2. Estimated arrival time (ETA) to the entrance of the Istanbul. 3. Displacement of towed ship or ship with special crossing terms. 4. Dimensions (full length, width, draft, air draft), of towed ship or ship with special crossing terms. 5. Flag of towed ship or ship with special crossing terms 6. Gross tonnage, net tonnage, dead-weight tonnage of towed ship or ship with special crossing terms. 7. Current condition of the machine of the towed ship or ship with special terms and its maximum speed. 8. The flag, gross tonnage, net tonnage, dimensions (full length, width, draft, air draft) and machine power of the towing boat. A. THE NECESSARY DOCUMENTS TO BE ATTACHED FOR TOWED CROSSING 1. Bollard Pull Certificate of towing boat given by the administration or class of the towing boat. 2. Towage Certificate or Sailing Permit. 3. A certificate regarding the equipment used for towing, given by related administration in case of no information with the Towage Certificate or Sailing Certificate regarding the equipment used for towing. 4. Towing boat tonnage certificate, class or register certificate, safety equipment certificate, minimum safety manning certificate, radio certificate, load line certificate, safety construction certificate (1) 5. Towing schematics in details including views from top and side. 6. Tonnage certificate or general plan of towing boat given by the administration or the class of towing boat. 7. Documents indicating that the P&I insurance are full cover type. (2) a) Letter of Confirmation or Statement given by P&I Insurance Club (above written information should be included clearly in this letter without any attribution to anywhere) i) Towing boat and the towed ship are in P&I Insurance coverage. ii) Insurance is updated (financial update). (3) b) In case the P&I Insurance of towing boat does not the toed ship, separate P&I Insurance Policy arranged for towed ship. 1-Either the originals of these Certificates will be presented to Administration or a document from Register or class, which approved the validity of these documents, will be presented to the administration. 2-The original Certificates and the Documents and their translations by translation bureau under oath will be given to Administration. 3-Required for as proofs of dues of membership are paid accordingly, and the last dues is paid and the policy did not lose its validity because of unpaid dues. c) Valid P&I Certificate given by P&I Insurance Club (there will be no expression of exemption regarding collision and pollution is subject certificate). d) Valid vessel and machine policies of towed boat. e) Valid vessel policies of towed ship (if she has her own machine and is already used, valid machine insurance policy). B.NECESSARY DOCUMENTS TO BE ATTACHED FOR SHIPS WITH SPECIAL CROSSING TERMS 1. Ship tonnage certificate, class or register certificate, safety equipment certificate, load line certificate, safety construction certificate given by the administration or by the class of the ship. (4) 2. Documents indicating that the P&I Insurance is full cover type. (5) a) Confirmation letter given by P&I Insurance Club (the information given below should be included clearly without any attribution to anywhere). i) The ship is in P&I Insurance coverage. ii) Ship Insurance is updated (financial update). (6) 4-Either the originals of these Certificates will be presented to Administration or a document from Register or class, which approved the validity of these documents, will be presented to the administration. 5-The original Certificates and the Documents and their translations by translation bureau under oath will be given to Administration. 6-Required for as proofs of dues of membership are paid accordingly, and the last dues is paid and the policy did not lose its validity because of unpaid dues. b) Valid P&I Certificate given by P&I Insurance Club (there will be no expression of exemption in subject certificate). c) Valid vessel and machine insurance policies of the ship. d) Valid CLC Certificate for tankers. After the petition and the required documents attached to it are presented accordingly. 1. The petition and the attached documents are examined by the commission established by our District Directorate. 2. The crossing terms are determined by subject commission for the ones, which are considered appropriate for Istanbul crossing. 3. For ones, with ship length or total towed length is 300 meters or over which requires permission from undersecretary. 4. The Istanbul Crossing Terms for ones, with ship length or total towed length is 300 meters or over which requires permission from undersecretary and others are informed to below written establishments by our District Directorate. (Coast Security Commander, Sea Police for their information; Canakkale District Directorate, Istanbul Port Chairmanship, Istanbul Sea Control Center, Canakkale Sea Traffic Control Center, TDI Port Administration Directorate and related agency for their action). 5. The ship or towed ship which is prepared to fulfill the Istanbul Crossing Terms is checked by our District Directorate and if it is found suitable is allowed for Istanbul crossing.
